The “Framework for Integrating Minnesota Graduation Standards and Special Education” was developed using a grant funded by the Minnesota
State Legislature and administered by the Minnesota Department of Children, Families and Learning.
Forty special education teachers from three intermediate districts collaborated to produce the Framework. The teachers came from Intermediate District 916 (Northeast Metro), Intermediate District 917 (Dakota County) and Intermediate District 287 (Suburban Hennepin County). These intermediate districts provide a wealth of special education programs for Minnesota students, so the teachers were uniquely qualified to draft the documents.
When they examined existing special education programs, the teachers found that while the graduation standards were already being addressed
in some special education programs, there were four areas where they were not. They targeted those areas:
The teachers drafted four separate documents - addressing each of the targeted program areas. Those four documents were consolidated to form
the final Framework.
